It's not a bad starting tutorial, but I don't think its the best and I mean it in no offense to the creator.
The lines can be cleaner, the shading on the hair makes it slightly ragged.
There is inconsistency in the blue of the eyes. Anatomically speaking the eyebrows and eyes stand out too much as they are not in line.
I am also not a big fan of using the dodge tool for shading. There is lighting on the arm on the right which is inconsistent with the main source of light. The creator has also used a mix of soft shading/airbrushing and cel shading which makes it slightly messier too. The background is not a flattering choice.

The way that the fill tool, and lining was use was good however and I like that technique. It was slightly helpful, but I don't think it's the *best* tutorial out there.

I'm not at all offended by the critique. I will admit that anatomy and line art in general are not my strongest abilities, but I wanted to do a coloring tutorial and needed line art to color.

I stand by the subtle rim light on the character's left arm. Though not consistent with the primary light source it adds a touch of definition that the arm lacked otherwise.

Also, I wrote this a while ago, but don't recall advocating the use of Dodge and Burn tools at all.
