We have a number of customers taking a very long time in deciding which design they want and sometimes not replying to emails.  We think we've got the solution but we'd like to know what you think about it.

Situation
In the last 3 months we've had a 6 open briefs (Xiss, HCG, VoxSciences, NMS, EnergySaverClub and Aristiques) where the clients have gone missing in action and have not responded to DesignBay emails or decided on which design they want to run with.   Some have eventually got back to us (EnergySaverClub and Artistiques) but the others continue to mull over their decision or not respond.  As a result designers don't get paid for their work and the money just sits with DesignBay.  

Choosing a logo can be hard decision but it seems unfair to have money sitting unpaid indefinitely.  Some designers have begun to leave DesignBay because of these delays.  

Our Idea
When a business does not respond to emails or decide on winner after 2 months we award a Split Decision.  We then split the project budget between the designers who submitted designs.  If the business returns (whether one day or six months later) they have the right to choose any of the designs that were submitted as their own.  The advantages of this approach is that designers get paid quicker and we will not have situations like HCG brief.  The disadvantages are the winning designer does not get paid extra and.  The risk with waiting for the business to return is that they could take 6 months.  We can't simply awards winners without knowing what the business wants because if the business does return and then wants a different design to the ones we awarded payments to they can't have it.
